Language subcategories

How are these supposed to work? What's the difference, for example, between Category:Commons policies/de and Category:Commons Richtlinien or Category:Commons policies/ja and Category:コモンズ・ポリシー? There seems to be quite an overlap here, with two parallel systems aiming to accomplish the same thing. Or am I missing something? —LX (talk, contribs) 15:18, 15 February 2014 (UTC)
